Just joined. Almost all NPC's say "My services are for members only" and the scribing station crafting tab is empty for me. Did I forget to do something? or is the hall still "under construction"? Is there a "post board" something, that would make it easier to join events/raids/boss fights/etc. other guild members are doing?

Hello. Welcome! Sorry for the late reply, I didn't notice there was a new message here. If you are also in other guilds, maybe you don't have a check mark next to the guild (screenshot). You can see this in Guild > Main. You can start missions at any time Guild > Missions.
There is a general timer for events in the game: https://wiki.guildwars2.com/wiki/Event_timers
For now, players can team up with other players in the game chat.
